As outlined in UN General Assembly Resolution A/RES/73/195, Member States agreed to regular reviews of the local, national, regional and global progress made in their implementation of the Global Compact for Migration (GCM), in the framework of the United Nations through a State-led approach and with the participation of all relevant stakeholders.
Member States decided that:
- The High-level Dialogue on International Migration and Development, which had been scheduled to take place every fourth session of the General Assembly, would be repurposed and renamed as the International Migration Review Forum (IMRF);
- The IMRF would serve as the primary intergovernmental global platform for Member States to discuss and share progress on the implementation of all aspects of the GCM, including as it relates to the 2030 Agenda for Sustainable Development, and with the participation of civil society, international organisations, the private sector, local governments, youth, and other stakeholders.
The Civil Society Action Committee (AC) members and partners, therefore, work to collectively prepare for its self-organising towards the IMRFs. This includes preparatory meetings, global civil society consultations, policy dialogues, and advocacy, within civil society but also with Member States and other relevant stakeholders. From these discussions, civil society can assess and advocate for their role in GCM implementation efforts and the related modalities of IMRF engagement, as well as for their primary thematic priorities.

The next IMRF is set to take place in 2026 following the second round of GCM Regional Reviews happening throughout 2024/2025.
