The People’s Migration Challenge (PMC) is a collective civil society process by regional and global civil society networks including Alianza Americas, Migrant Forum Asia (MFA), the Climate, Migration, and Displacement Platform (CMDP), the Cross Regional Center for Refugees and Migrants (CCRM), the Global Research Forum on Diaspora and Transnationalism (GRFDT), the Platform for International Cooperation on Undocumented Migrants (PICUM), and the Civil Society Action Committee (AC). 


Between 13 April – 18 May 2021, 5 webinars were organised to reflect on migration challenges on the ground

This series of 5 webinars marked the start of an extended global civil society process highlighting priorities and bringing to light ambitious interpretations of the Global Compact for Migration (GCM) and Member States’ obligations under it. 

This independent civil society webinar series aimed to highlight the most pertinent issues on the migrants’ rights agenda and mobilise for change, particularly under the following strategic areas:

  • Migration, COVID-19 and a New Social Contract
  • Race and Ethnicity in Migration
  • Regular Pathways and Irregular Migration
  • Detention and Return
  • Climate Change and Migration

The second round of the People’s Migration Challenge’s global civil society Open Conversations took place from 1 June – 29 June 2021. 

Civil society reconvened for follow-up discussions to reflect upon the action points raised during this first series of webinars. A moderator guided these 90-minute civil society conversations giving the opportunity to participants to intervene and share their insights, especially on regional and sub-regional perspectives.


Postcards and 1-pager briefs were published on the People’s Migration Challenge’s website and social media accounts (Twitter and Facebook), to summarise the discussions and action points from the previous rounds.


The fourth round of the PMC’s global civil society conversations took place from 7 September – 5 October 2021. Its aim was to reflect and hear from local authorities from different regions about the outcomes of the previous rounds. 


Every Tuesday, from 16 November – 14 December 2021 at 15:00 CET another exciting round of conversations took place between civil society and national government representatives. 


The PMC returned in 2022 with the People’s Road to the International Migration Review Forum (IMRF), a series of reflections on the IMRF’s Progress Declaration and on migration policy. 

The aim of these rounds of reflections was to hear from government representatives, civil society, academics, experts, and migrant rights’ advocates to comment on the Progress Declaration and its revisions, and to organise and shape the advocacy in the lead-up to the IMRF. 


The PMC held the People’s Forum, a 4-day parallel event to the IMRF from 16 to 10 May, to drive practical and much needed action to assess the GCM implementation.   

Following the Reflection Series and the Regional Consultations under the auspices of PMC, the People’s Forum provided a space for civil society to engage in a grounded and meaningful discussion on migration policy.
