In 2016, the Action Committee brought together 11 NGOs active in refugee protection, identified through the International Council of Voluntary Agencies (ICVA) network, and 11 NGOs active in migrants rights, identified through the GFMD Civil Society International Steering Committee (ISC), with several active in both. This membership has dramatically expanded and now includes other regional and international civil society networks, youth networks, trade unions, and many others.
