Since the adoption of the Global Compact for Migration (GCM) in 2018, the GCM has served as a central instrument for civil society to advocate for safe and regular migration and to collaborate with governments at the national and local levels for its implementation.

With the International Migration Review Forum (IMRF) coming up in 2026, there is no better time to assess the impact and efficacy of the GCM. However, to ensure that everyone working with migrants can clearly see the relevance of the GCM to their work and how to utilise it beyond an advocacy tool, there needs to be a baseline understanding of what the GCM is and the various avenues of engagement in GCM-related processes.

To address these needs, the AC Secretariat has partnered with the GIZ programme “Shaping Development-Oriented Migration” (MEG)* to create a simple yet comprehensive brochure that unpacks the Global Compact, with support from Paddy Siyanga Knudsen, a specialised migration consultant.

Read the brochure below:

We hope this brochure provides a clear overview of the GCM, helping readers and civil society organisations understand its core components and offering practical guidance for effective involvement.

Throughout the brochure, look out for ‘Civil society reflections’ to find out how you can use aspects of the GCM in your advocacy and engagement with governments.

If you are a civil society organisation working with migrants and are unfamiliar with the GCM but wish to explore its relevance to your work, this brochure can be a great starting point.  Here’s what you will find in the brochure:

  • What is the GCM?
  • Why is the GCM relevant?
  • Who implements the GCM?
  • What could GCM implementation look like on the ground?
  • How is the GCM monitored?
  • Civil Society and Grassroots Engagement

Share with your networks and stay tuned for more civil society conversations on the GCM!

* The MEG programme is commissioned by the German Federal Ministry for Economic Cooperation and Development (BMZ).
